Context

The City of Amsterdam manages thousands of assets in its public space: street furniture, signage, trees, infrastructure, and more. Tracking the state of these assets, coordinating maintenance, and responding to reports from residents requires a digital backend that connects multiple city departments and external contractors.

Elements was asked to build the backend platform that powers Amsterdam's public space management operations.

What we built

A backend platform connecting city operations

The platform handles asset registration, status tracking, maintenance scheduling, and incident reporting across Amsterdam's public space. Different city departments and external contractors access the same underlying data through role-appropriate interfaces, ensuring everyone works from a single source of truth rather than siloed spreadsheets.

Scalable architecture for a city-scale dataset

Amsterdam's public space contains hundreds of thousands of registered assets. The backend is designed to handle this dataset efficiently, with fast querying, reliable updates, and an audit trail that meets public sector requirements for transparency and accountability.

Integration with existing city systems

The platform does not operate in isolation. It integrates with Amsterdam's existing reporting systems, GIS data, and resident-facing channels, so that a resident report flows through to the right maintenance team without manual routing.

Why a backend-first approach?

The complexity in a platform like this is not in the user interface; it is in the data model, the integration layer, and the access control system. Getting the backend right first, with clean APIs that any interface can consume, means the city can extend to new frontends, mobile apps for field workers, resident portals, management dashboards, without rebuilding the underlying data layer. Other technologies were used such as Python, Django, Celery, Postgres, Docker and Elastic Search.

The platform gives us a single view of our public space assets that we have never had before.

How we worked

Public sector projects require close engagement with the stakeholders who will actually use the system: not just IT departments, but the field workers, maintenance coordinators, and department managers whose daily work the platform is meant to support. Elements ran structured workshops with each user group before and during the build to ensure the platform reflects how the city actually works.

What is next

The platform is designed to extend to new asset categories and new city departments as Amsterdam's digital operations mature. Mobile apps for field workers and resident-facing reporting interfaces are natural next steps on the same backend foundation.
